CENTRE FOR ENERGY RESEARCH AND TRAINING

STATUTE 29

1.         There shall be within the University the Centre for Energy Research and Training the functions of which shall be:

            a)         to provide the facilities for the training of Nigerians at all levels - graduate and postgraduate in all aspects of energy matters and nuclear technology;
            b)         to introduce and develop nuclear instruments, electronics and all associated nuclear devices;
            c)         to produce isotopes for diverse applications;
            d)         to provide routine radiation monitoring services within the country;
            e)         to conduct basic research in nuclear sciences and technology;
            f)         to conduct applied research in nuclear sciences and technology, within special reference to local problems;
            g)         to involve the co-operation of Nigerian industries in its research and development;
            h)         to conduct research in energy with particular emphasis on nuclear energy;
            i)          to document all activities, researches and advances in energy nuclear science and technology;
            j)          to provide short courses for other Nigerian institutions, government organizations, and the private sectors on energy and nuclear sciences and technology;
            k)         to organize conferences, and seminars and to participate in international activities related to energy, nuclear science and technology
            l)          to maintain contact with international research institutions and agencies involved in the peaceful applications of nuclear technology and in the development of energy systems.

2.         There shall be Board of Governors for the Centre for Energy Research and training which shall consist of:

            a)         the Vice-Chancellor who shall be the Chairman;
            b)         the Director of the Centre;
            c)         The Deans of the Faculties of Science and Engineering;
            d)         the Chief Radiation Officer of the University;
            e)         two members elected from amongst their own number by the Research and Technical staff of the Centre;

            f)         one member of council, not being a member of the Academic staff appointed by Council.
            g)         the Senate Representative on the Professional and Academic Board;
            h)         the Director General Energy Commission of Nigeria;
            i)          the Director General, Federal Ministry of Science and Technology or his representative;
            j)          the Director General, Federal Ministry of Petroleum Resources;
            k)         The Director General, Federal Ministry of Mines, Power and Steel;
            l)          One member representing the Federal Radiation Protection Services;
            m)        A citizen of Nigeria outside the University nominated by the Chairman on the advise of the Professional and Academic Board;
            n)         Not more than four members co-opted by the Board;
            o)         The Administrative Officer of the Centre shall be the Secretary of the Board of Governors and the Registrar and the Bursar shall be entitled to take part in all the meetings.

3.         The member of the Board of Governors other than the ex-officio members shall hold office for such a period not exceeding four years, as the electing or appointing authority may so determine, and shall be eligible for re-election or re-appointment.

4.         The Board of Governors shall meet at least twice in each year, and shall meet anytime at the request of the Vice-Chancellor, the Director or any three members.

5.         The quorum for the meetings of the Board of Governors shall be the Vice-Chancellor, Director of the Centre and one-third of the members at least three of whom shall not be staff of the Centre.

6.         Subject to the overall control of the direction of the Council and to any regulations made by the Senate, the Board of Governors shall have the following functions:

            (a)        to give policy directions as deemed necessary to carry out the functions of the Centre;
            (b)        to consider and report to the Council on all proposals involving finance and administration of properties;
            (c)        to approve the admission of persons as members  and to define the rights and obligations of members or any category of members;
            (d)       to approve, on the recommendation of the professional and Academic Board the granting of the status of Associated institutions.
            (e)        to request and receive from the Director and consider reports on the work of the Centre;
            (f)        to provide for the council a report of the proceedings of all meetings of the Board of Governors;
            (g)        to carry out any other functions conferred upon  the centre or delegated to the Board of Governors
            (h)        to appoint from its own members or otherwise such committees as may be deemed expedient, and to delegate to any such committees and functions which the Board of Governors is competent to perform.

7.         There shall be a Professional and Academic Board for the Centre for Energy Research and Training which shall consist of

            (a)        the Director of the Centre as Chairman;
            (b)        the Vice-Chancellor;
            (c)        the representative of the Energy Commission of Nigeria;
            (d)       Heads of the constituent sections of the Centre;
            (e)        Head Department of Physics;
            (f)        Two representatives of the Faculty of Science;
            (g)        Two representatives from the Faculty of Engineering;
            (h)        One representative from the Faculty of Veterinary Medicine;
            (i)         One representative from the Faculty of Medicine
            (j)         One representative from the Faculty of Pharmaceutical Sciences;
            (k)        One representative from the Faculty of Agriculture:
            (l)         One member of the Academic staff elected by the Senate;
            (m)       One representative from the University Radiation Safety Committee;
            (n)        One representative from Faculty of Environmental Design
            (o)        Not more than three members co-opted by the Board.
8.         The Administrative Secretary of the Centre shall be the Secretary to the Board.

9.         The members of the Professional and Academic Board other than the ex-officio members shall hold office for a period of two years, and shall be eligible for re-election or re-appointment.

10.       The Professional and Academic Board shall meet at least three times in a year and at any time at the request of the Director of the Centre or any three members.

11.       The quorum for meeting of the Professional and Academic Board shall be the Director of the Centre and one third of the members.

12.       Subject to the overall control and direction of the Board of Governors and to any regulations made by the Senate, the Professional and academic Board shall have the following powers and functions:

            (a)        to assist the Director in the preparation and implementation of the policy for academic programmes as laid down by the Board of Governors;
            (b)        to assist the Director in the preparation of the annual programme of research;
            (c)        to assist the Director in the preparation of the annual Budget;
            (d)       to receive and reconsider request for joint research from relevant external agencies and institutions;
            (e)        to appoint from its own members or otherwise such committees as may deemed expedient and to delegate to any such committee or committees any of the functions which the Professional and Academic Board is competent to carry out;
            (f)        to consider any matter relating to the Professional and Academic work of the Centre and to deal with any matter referred to it by the Board of Governors;
            (g)        to furnish the Board of Governors with reports of its proceedings.

13.       The Board of Governors and the Professional and Academic Board may prescribe the mode of conducting their own proceedings or the proceedings of any Board or committee appointed by them; and subject to this provisions, any Board or committee may prescribe the mode of conducting its own proceedings.

14.       The Director of the Centre who shall be appointed by the Vice-Chancellor shall be responsible for the work and administration of the Centre.

15.       The Director shall prepare an estimate of the finance required for the Centre and submit it to the Board of Governors through the Professional and Academic Board.

16.       A report of the work of the Centre shall be prepared by the Director of the Centre annually and at any time as may be requested by the Council and as approved by the Board of Governors.

17.       There shall be a Chief Radiator Officer for the University who shall also be the Head of the Section of Health Physics and Radiation Biophysics.  The Chief Radiation Safety Officer shall report production, use and disposal of radioclides and radiation source in the University
